Position Overview:

We are looking for a highly skilled and experienced Commercial Manager to lead our bidding and tendering operations in Saudi Arabia. The ideal candidate must have a thorough understanding of KSA tender laws, BOQ evaluation, pricing strategies, and pre/post-bid commercial management. This role is vital to ensuring competitive, compliant, and successful participation in public and private sector tenders across the Kingdom.

Key Responsibilities:

• Lead the preparation, review, and submission of tenders, bids, and commercial proposals.
• Analyze and interpret Bills of Quantities (BOQs), tender documents, and contractual terms.
• Develop and implement pricing strategies and commercial models aligned with project and market requirements.
• Coordinate with engineering, procurement, finance, and legal teams to ensure bid accuracy and compliance.
• Manage post-bid negotiations, clarifications, and contract finalization.
• Maintain a pipeline of upcoming tenders, and track market intelligence and opportunities.
• Ensure full compliance with Saudi public procurement regulations and client-specific procedures.
• Oversee the commercial performance of ongoing projects.

Requirements:

• Bachelor’s degree in Engineering, MBA, or related discipline.
• 5–7 years of commercial/bidding experience in Saudi Arabia is essential.
• In-depth knowledge of BOQs, pricing, tenders, RFPs/RFQs, and contract laws in KSA.
• Strong commercial acumen and negotiation skills.
• Proficiency in MS Excel, Word, and commercial/tendering platforms.
• Excellent communication skills in English (Arabic is a plus).
• Transferable Iqama preferred (for non-Saudis).
